Key Biscayne is an island village with a small building department, short counter hours and strict flood rules. Planning ahead saves weeks.
The Village's Accela portal handles permits, plan review and inspections. Plans are uploaded as digitally signed and sealed PDFs.
Building, Zoning & Planning processes permits Monday to Thursday, 7:30 AM to 1:30 PM, and doesn't take walk-ins.
Every contractor must register with the Village with a valid license, liability insurance, business tax receipt and workers' comp.
Inspections run 10:30 AM to 2 PM. There are no plumbing, mechanical or fire inspections on Fridays.
The Village adds up improvements made over the past year. At 49% of the structure's value, the whole building must meet flood rules. Oceanfront lots seaward of the coastal control line also need a state permit.
We book the appointments, line up flood documentation before submittal, and manage Accela and the county reviews. Building, Zoning & Planning is at 88 W McIntyre St, Suite 250.
